Section 1122

What does Section 1122 mean to you? It means that if you are a local fire department, paid fire department, or law enforcement agency you can receive funding through GSA pricing for a mobile command, fire safety house, prep house, sprinkler demo unit or any of our community policing trailers. You must contact your state point of contact to discuss if you are eligible.

Section 1122 of the Fiscal Year 1994 National Defense Authorization Act established the authority for state and local governments to purchase law enforcement equipment through federal procurement channels, provided that the equipment is used in the performance of counter drug activities. The authority for the 1122 Program resides with the Department of Defense. The U.S. Army, as the Executive Agent of the program, has formed a steering committee consisting of representatives from GSA, the Defense Logistics Agency (DLA), and the Department of Justice (DOJ). Under the provisions of the statute, GSA is responsible for the development of a catalog, which not only explains the 1122 Program, but also delineates those products that may be procured under the program.

Each state participating in the 1122 Program designates a State Point Of Contact (SPOC) to administer the state's activities under the program, by validating the counter drug mission of each procurement request, and ensuring the availability of funds. To date, forty-five (45) states have elected to participate in the 1122 Program.

With the approval of the Executive Agent, GSA has approved certain equipment included in GSA Schedules and the purchase of motor vehicles under the program.  Refer to the list of available equipment" page.

The State Points of Contact (SPOCs) are responsible for receiving all orders from state and local law enforcement entities, and for determining that the items will be used for counter drug activities. For items under Federal Supply Schedules, the SPOCs will send all orders directly to the Schedule contractor, payment will also be made directly to the Schedule contractor. Orders for the purchase of vehicles (except for the Command Centers on 23 V, which can either be placed directly with the contractor or forwarded to GSA) must be forwarded by the SPOC through GSA.

Grants From Governors Highway Safety

The Governors Highway Safety Association (GHSA) is a nonprofit association representing the highway safety offices of states, territories, the District of Columbia and Puerto Rico. GHSA provides leadership and representation for the states and territories to improve traffic safety, influence national policy and enhance program management. Its members are appointed by their Governors to administer federal and state highway safety funds and implement state highway safety plans.

Tips for Winning Grants

When thinking about your fire safety program, think big. Include with your SCOTTY Fire Safety House, Sprinkler Demo Unit, or PREP House an assortment of fire education tools. You can request smoke detectors, batteries, and stovetop fire suppression units for the elderly, posters for elementary schools, coloring books for the students, a fire truck cruiser robot, etc.

The more complete your program is, the better it looks to FEMA grant reviewers.

Enlist the help of local community residents in forming a partnership. Elementary and secondary school teachers can write up educational curriculums geared to grade-specific students; local organizations such as the Lions Club and the Rotary Club can serve as volunteers during special educational events. Pair up with a nationally known insurance company in spreading the word about fire prevention.
