As of January, 2009, NFPA 1584, “Standard on the Rehabilitation Process for Members During Emergency Operations and Training Exercises,” has become required for all fire departments. If a fire department does not have EMS, it is now required to develop a mutual aid agreement with EMS agencies for provision of on-scene rehab.
 
Mobile Concepts has developed our Incident Rehabilitation Trailer to be compliant with NFPA 1584 requirements. It provides the necessary supplies and equipment to attain the 8 key objectives of NFPA 1584 all in one trailer.Three fireman at the scene

8 Key Objectives of NFPA 1584

  1. 1. Relief from environmental conditions
  2. 2. Rest and recovery
  3. 3. Active or passive cooling or warming
  4. 4. Re-hydration
  5. 5. Calorie and electrolyte replacement
  6. 6. Medical monitoring and treatment
  7. 7. Member accountability
  8. 8. Release for return to active duty

The leading cause of deaths in fire fighters working on the scene is cardiac-related events that can be caused by 3 major conditions: underlying or pre-existing conditions, inadequate physical conditioning and/or heavy exertion. This is one reason rehabilitation is a necessity.
 
Examples of where our Incident Rehabilitation vehicle can be used are as follows:

  •  Structural fires or collapse
  • Wildfires
  • Hazmat incidents
  • Multiple casualty accidents
  • And any other incident where heavy work is required for an extended period of time

Fire fighters are not the only individuals whom can benefit from our Incident Rehabilitation trailers.  EMS, police and emergency volunteers all can be monitored during incidents.
 
Some requirements we kept in mind while developing the Incident Rehabilitation trailers to NFPA 1584 standards were

  • Overhead medical supply storage cabinets in code room and above rehab chairs
  • Cabinet storage area under counters in code room and kitchenette
  • Rack and Velcro storage for individual Kore Kooler rehab chairs at each rehab station
  • Coffee maker for hot water (instant hot water) dispenser filtered to also provide cold water
  • 3 filtered water purification system for filtering hydrant water
  • Microwave and refrigerator
  • Soothing interior color scheme
  • Floor drains in code room and rehab area for easy clean up
  • Exterior emergency lighting will be red and white (or you can choose amber as an alternative)
  • Awning on street side with area lighting
  • Ramp door at rear of unit for loading and unloading stretchers
  • WiFi, networking as well as wired LAN jack at each rehab station
  • 2 WiFi antennas (1 inside and 1 outsie)
  • AC and DC power with battery and onboard generator
  • No windows due to HIPPA privacy laws and prevention of exacerbation of mental/emotional situation
  •  A medical monitoring station
  • Rehab room with oxygen outlets
  • Flat screen LDV TV and A/V center in rehab area
  • Workstation PCs for centralized monitoring
  • A curbside exterior workstation
  • Drop down bunks in rehab room
  •  CCTV to provide video documentation
  • ER lighting over gurny area
  • Grease boards in all rooms including outside workstation
